Must meet income guidelines. In addition, must be interested in residing in ward 3 in the City of Cleveland. Must reside between Lake Erie on the north; E 40th St on the East; Broadway on the N Clark on the south; Wade, Storer; W82nd, W 53rd, W River Rd on the west.
