Must have a household income less than 125% of the poverty level and be a citizen of the US. Will consider expenses such as childcare, transportation, and health care as well as certain assets when determining financial eligibility for service. Income and asset limits do not apply to persons age 60 or older. Not all eligible cases can be taken. Portsmouth office serves Adams, Lawrence or Scioto county. New Philadelphia Office serves Adams, Carroll, Coshocton, Holmes, and Tuscarawas counties. Steubenville Office serves Belmont, Harrison, and Jefferson counties.

Advice and representation may also be available in matters such as auto repossession, bill collection, unfair and deceptive practices, garnishments, home improvement problems, used car sales, auto repair, credit reporting, and student loan payments.
