Eligibility
Open to children who are residents of Jackson and Vinton counties, ages 3-5 whose household income is at or below 100% of federal poverty level (FPL). All children in foster care are eligible. Ten percent of available slots are reserved for special needs children and 10% for those whose families are over the income requirements (up to 185% of the federal poverty level).

Serves as an application site for energy programs such as Winter Crisis, Summer Crisis, HEAP, PIPP Plus, and Weatherization. Also assists with other emergency needs on a case by case basis. Purpose is to alleviate the effects and causes of poverty through a variety of programs that serve low-income families, children, and older adults.
