Heap - Home Energy Assistance Program | Ohio Department Of Development

Offers a federally funded program administered by the Ohio Development Services Agency (ODSA) to help eligible low-income Ohioans meet the high costs of home heating. If you are eligible for assistance, the amount of your one-time annual Home Energy Assistance Program (HEAP) benefit will depend on federal funding levels, how many people live with you, total household income and the primary fuel you use to heat your home. In most cases, the one-time benefit will be a credit applied to your energy bill by your utility company (or fuel vendor). Note: The one-time benefit is typically credited starting in January, depending on when the application was received.

The Energy Assistance Programs line is available 24 hours a day, 7 days a week. To speak with an ODSA agent call Monday to Friday from 7:30am to 5:00pm. Applications for the Regular HEAP program are generally accepted each program year from July 1st through May 31st.

Application process

- Applications for the Regular HEAP program are generally accepted each program year from July 1st through May 31st. - Can apply online at www.energyhelp.ohio.gov. - Applications are available online at www.energyhelp.ohio.gov and at local community action agencies, local libraries, County Departments of Job and Family Services, Area Agencies on Aging, and local utility offices. Applications can be completed and mailed to Energy Assistance Programs, PO Box 1240, Columbus, Ohio 43216. NOTE: Applications cannot be processed until signed and required documents are provided.

No fee to apply.

Eligibility

Serves households with a household income at or below 175% of the Federal Poverty Guidelines. NOTE: Some income is deemed excludable such as income earned by dependent minors under 18 years old, child support paid-out, health insurance premiums, and some Medicare costs. Other eligibility guidelines may apply. Both homeowners and renters are eligible for assistance. Families who live in federally-subsidized housing where the heat is included in the rent are not eligible for HEAP.
