Kinship Permanency Incentive Program (KPIP) | Carroll County Department Of Job And Family Services
Provides short term, time-limited payments to relative caregivers who have obtained permanent legal custody of a child. Not emergency assistance. Payments are designed to reimburse the initial costs associated with taking a relative's child/ren into the home. Those eligible can receive an initial payment and additional payments at six month intervals, not to exceed eight total payments per child. Availability determined by state budget and availability of funds

Application process
- Call to request application. May leave message after hours. - Process includes completing an approved agency home study to include criminal background check (fingerprints) for all adult household members and a safety audit of the household.
Fee
No fee.
Eligibility
- Child and caregiver must live in Carroll County. - Serves youth who are living with a family member or non-relative who have legal custody on or after July 1st, 2005. - Having Power of Attorney (POA) does NOT qualify. - Child must reside with relative. - Household income (including all minor children's ) must be at or below 300% of the Federal Poverty Level.
