Provides intake application assistance for emergency help with rent, mortgage and utility payments (electric, gas, heating fuel and water). Provided in partnership with Carroll County Department of Jobs and Family Services.

Application process

Call 2-1-1 to be screened for eligibility and complete a short intake form. Generally, client will receive a callback within one to two (1 to 2) business days to schedule a Thursday appointment in Carrollton. After the appointment, clients should get a callback concerning their status within two (2) business days (since the appointments are on Thursdays, they should be notified by the following Tuesday).

Eligibility

- Must have income and that income must be at or below 200% of the Federal Poverty Guideline Level. NOTE: This program is not available to individuals with no income because they are not able to demonstrate sustainability. - Must have a child under the age of 18 in the home or be currently pregnant. - In a 12-month period, may receive assistance once with rent/mortgage and once with a utility. Additional Eligibility for Rent Assistance: - Requires a notarized statement by the landlord. Statement must include that formal proceedings will begin within seven (7) days due to rent being past due. - Cannot have a month-to-month lease. - The only rent assistance that may be available to residents of subsidized housing is first month's rent. - Payment cannot exceed half (1/2) of gross monthly income and must be able to maintain after receiving assistance (total monthly expenses do not exceed income). Additional Eligibility for Mortgage Assistance: - Must be at least one (1) month behind in payment. - Payment cannot exceed half (1/2) of gross monthly income and must be able to maintain after receiving assistance (total monthly expenses do not exceed income). Additional Eligibility for Propane or Other Heating Oil Assistance: - Must have 25% or less in tank. Additional Eligibility for Electric and Gas Assistance: - Must have a bill with a past due notice. - During E-HEAP/Winter Crisis season, must have applied for HEAP and/or PIPP Plus first (if eligible). If not eligible for HEAP and/or PIPP, must bring a denial letter. Exception for the following: households with children age four (4) or under, individuals age 56 years or over, and individuals diagnosed with a disability and/or a medical need. Additional Eligibility for Water Assistance: - Must have a bill with a past due notice.
