Handles complaints against juveniles regarding delinquent behaviors (crimes) or unruly behaviors such as truancy, runaways, breaking curfew, and making disturbances. After complaint is made, an investigation is done to see if there is probable cause and if diversion is appropriate before a hearing is scheduled. Court action should be avoided if possible and should be seen as a last resort such as when parent, school etc. feels they have lost complete control of the child.

The Juvenile Division also hears all traffic offenses committed by persons under eighteen years of age, and has jurisdiction in adult cases involving paternity, child abuse, nonsupport, and failure to send children to school.
