Utility Service Payment Assistance (HEAP WINTER CRISIS) | Clinton County Community Action Partnership

Eligibility

Open to residents of Clinton County with a household income at or below 175% of the Federal Poverty Level who also meet at least one of the following criteria:

  • Have a disconnection notice or have already been disconnected
  • Are trying to establish new electric service or need to pay to transfer service
  • Are enrolling in Percentage of Income Payment Plan Plus (PIPP) for the first time or have a PIPP default
  • Have 25% or less of bulk fuel supply remaining in their tank

Required documents

Utility bill,Proof of income (Past 30 days worth for household members 18 and older),Other documents (Copy of most current printout from JFS for those receiving SNAP benefits, Proof of disconnect, disconnection notice, or new account number),Proof of citizenship (For all household members),Lease or mortgage statement (Lease if renting)

Description

Accepts applications for the HEAP Winter Crisis Program. Winter Crisis provides a one-time credit or payment to an eligible household's primary heating source during the winter months. The program will run from November 1st-March 31st or until all funds are expended.
