Open to residents of Hamilton County at or below 175% federal poverty guidelines who have utility service from an electric or natural gas company regulated by the Public Utility Commission of Ohio.

Application required, to apply you can:

  1. Apply online
  2. Mail in application to listed mailing address. Applications can be found online or picked up at local a JFS, library, Area on Aging agency, or your local energy assistance provider.
  3. Create an appointment with your local energy assistance provider.

Customers enrolled in this program must pay a percentage of household income each month. Customers who heat their homes with electric are required to pay 10% of their gross monthly household income or $10.00, whichever is greater. Customers who heat their homes with gas are required to pay 5% of their gross monthly household income each month or $10.00, whichever is greater.

Description

Determines eligibility and completes enrollment for the Percentage of Income Payment Plan Plus (PIPP) program. PIPP is a year round payment plan that offers households affordable monthly percentage of income payments that help maintain electric services. Each time a household makes their PIPP payment on time and in full, the household will receive a credit towards old electric utility debt and prevent new utility debt from occurring.
