Homeless Crisis Response Program (HCRP) Prevention, Diversion and Rapid Rehousing Programs are essential to effectively serving households in the time immediately before and after entry to homelessness. A) Rapid Rehousing (Homeless) –Is for individuals and families who lack a fixed, regular, and adequate nighttime residence and includes a subset for an individual who resides in an emergency shelter or a place not meant for human habitation, such as a car, park, abandoned buildings, streets, etc. o Must have no appropriate housing options and must lack sufficient resources and support networks to retain housing. o Homeless. B) Prevention (At Risk of Homelessness) – Is for individuals and families fleeing domestic violence that has income below 30% of median income for the geographic area and has insufficient resources immediately available to attain housing stability. o Are living in the home of another because of economic hardship, live in a hotel or motel. o Individuals and families who will imminently lose their primary nighttime residence. o Have been notified that their current housing or living situation will be terminated and needs to relocate.
