Takes reports of where homeless people are and then goes out to that location to help them find needed services such as shelter and treatment. Accepts reports such as: group of homeless people have been hanging out on the street; homeless person wandering in the neighborhood; homeless person sleeping behind house. This is not an emergency service. Does not handle reports of violent or criminal activity.

Functions as a body of homeless and formerly homeless persons, public, private and nonprofit organizations, and individuals whose goal is to organize and empower homeless and at-risk persons through public education, advocacy, and the promotion of nurturing environments. The goal of the organization is to break the cycle of poverty and homelessness.
