HEAP provides eligible clients (175% Federal Poverty guidelines) a one-time utility payment. The Winter Crisis program typically runs November 1st to March 31st. If eligible, the amount of a one-time HEAP benefit depends on federal funding levels, number of people living in the household and the primary fuel used to heat the home. Past 13 weeks total gross household income must also be reported for all members except those under the age of 18 years old. In most cases, the benefit payment will be credited to the energy bill from the provider utility or fuel company. The Summer program runs from July 1 to August 31st. The Summer Crisis program has age and disability eligibility criteria which may vary from year to year. PICCA's HEAP staff can provide additional information.
