Head Start | Step Forward
Administers area Head Start program, and directly operates some sites. The program works to develop social competence and school readiness in children ages 3-5, and to empower their parents/caregivers to assist them. Provides a comprehensive array of services including nutrition and special education. Refers applicants to the most convenient and appropriate sites.

Application process
Call Hotline M-F: 8:00am-5:00pm. Staff will suggest convenient and appropriate (e.g. for disabled access) sites, and will send client information about Head Start as well as medical and dental forms. The parent then calls the site to find out slot availability, and makes an appointment with a Family Service Worker at the site. Applications are accepted at any time of year if there is a slot available.

Free to income eligible families.
Eligibility
Open to children ages 3-5 in Cuyahoga County with family incomes up to 100% of federal poverty level. In addition all children in foster care in the County and all children of Ohio Works First parents are eligible, and 10% of slots are reserved for special needs children, and 10% for those over income (up to 200% of poverty). Children who turn 3 by Sept. 30 of the school year are eligible for federally funded slots, which pay for a whole day. Those who turn 3 after Sept. 30 must go to state funded slots, for which the parent must be working or in school and which may require a day care voucher from the County.
