Eligibility
Honorably discharged Veterans, surviving spouses or qualified dependents of Veterans. Applicant must have resided in Columbiana County for at least 90 days immediately preceding application. Veteran (or in the case of a surviving dependent, the sponsoring veteran) must have served a minimum of 90 days on active duty (for other than training).
