Must be a veteran or a family member in a veteran's household, at or below 50% of the area median income, homeless or at risk of homelessness and willing to work and be an active participant in being housed.

Provides supportive services to low-income veterans and their families living in or transitioning to permanent housing. Offers outreach, case management, health care referrals, legal assistance referrals and help with fee payments, daily living costs and service referrals, housing counseling services, personal financial planning services, transportation expense assistance and assistance in obtaining VA and other benefits. Additionally, the program may also provide time-limited payments to third parties (ex. landlords, utility companies, moving companies and licensed child care providers) if these payments help veteran families stay in or acquire permanent housing on a sustainable basis.
