Low income, deaf, and hard of hearing residents of Washington and Athens Counties, Ohio, and Calhoun, Jackson, Pleasants, Ritchie, Roane, Tyler, Wirt and Wood counties in West Virginia, with total net monthly family income of $2,750 or less.
