SPECIAL RECONNECTION ORDER | PUBLIC UTILITIES COMMISSION OF OHIO
An order that requires any PUCO regulated utility company to reconnect or maintain service (electric and natural gas) during winter heating season if the customer pays $175 plus any applicable reconnection charge not to exceed $36. NOTE: Cleveland Public Power is NOT PUCO regulated but does have their own reconnect program. Also, any customer of a regulated utility company who has a Winer Crisis appointment with a Community Action Agency will have their disconnection suspended for 30 days past the date of the appointment. The reconnection lasts for one billing cycle, by the end of which, customers must enroll in a payment plan, or, if already enrolled in a payment plan, pay off plan's default balance or risk disconnection (PIPP customers must pay the balance of any default they may have within one billing cycle in order to re-enroll in PIPP.) If customer does not qualify for PIPP Plus, the default plan is the one-ninth plan.

Varies with utility office hours. Order applies between November 1, 2023 and April 15, 2024. If payment is made and utility is notified before 12:30pm on a given business day, utilities are required to reconnect service on that business day for current accounts. Payment/notification after 12:30pm will result in reconnection the following business day. If service has been disconnected for more than 10 business days, the company may treat the customer as a new customer and will have up to five business days to reconnect gas service and up to three business days to reconnect electric service.

Fee
Maximum of $175 to maintain service plus, if applicable, a reconnection fee. For the reconnect fee, up to $36 will be added to $175, and any amount over $36 will appear on next month's bill (however, some utility companies may require the $36 up front). For new service, security deposit may be divided between $175, and next month's bill. For customers with PUCO-regulated gas and electric services that are in danger of being disconnected, payment can be split between both companies.
Eligibility
Serves Ohio customers whose PUCO-regulated utility service has been disconnected or threatened with disconnection. The plan may only be used once per season, and customer must reside at the property. There is no income requirement, but participant must sign up for one of the payment plans available to pay any past-due balance. Customers with an act of fraud on account (theft of service, etc.) may not use order until they cure fraudulent amount plus investigation fees.
