Eligibility
- Serves minor children under 18 whose parents are being prosecuted for child abuse, substance abuse issues, or neglect in the Carroll County Juvenile Court.
- Does not advocate in cases with youth whose parents are divorced or divorcing and are affected by custody and visitation issues.

Provides information concerning court-appointed Guardians Ad Litem (GAL), who advocate for the best interests of children whose parents have become involved with the Juvenile Court due to issues of abuse, neglect, or dependency. The GAL investigates the situation, conducts interviews with the family then prepares a report for the Juvenile Court. Offers training courses for community volunteers who wish to act in the role of the Guardian ad litem.
