The agency conducts representation elections in which employees vote whether or not they wish to be represented by a union. Investigates and adjudicates unfair labor practices against employees, whether by employers or unions. Types of complaints against employers include, but are not limited to: allegations of unlawful threats, interrogations, and disciplinary actions such as reprimands, suspensions, and discharges based on union activity; promises of benefits if the union kept out; and, in the context of collective bargaining relationships, refusals to provide information, refusals to bargain, and withdrawals of recognition. Allegations against unions include a failure to represent an employee or failure to bargain in good faith.

Providing organization
National Labor Relations Board
An independent federal agency enforcing the National Labor Relations Act, which guarantees the right of most private sector employees to organize, to engage in group efforts to improve their wages and working conditions, to determine whether to have unions as their bargaining representative, to engage in collective bargaining, and to refrain from any of these activities. It acts to prevent and remedy unfair labor practices committed by private sector employers and unions.
