Must be 21 and older without a fatal illness or communicable disease. Those who have committed certain felonies are ineligible. There are no income requirements, the household must simply be "stable." Must reside within 1 1/2 hour driving time of the office within the counties of Ashtabula, Columbiana, Cuyahoga, Geauga, Lake, Lorain, Mahoning, Medina, Portage, Stark, Summit, Tuscarawas, or Trumbull.
Application, photo I.D., criminal background check, safety audit, fire inspection, water test, references (employment and friends), divorce decree (if applicable) and medical record check.

Recruits and assists people who are willing to provide foster care for special needs children (children who have come into the care and custody of a public agency due to dependency, abuse or neglect) who need an alternative family living arrangement. Children may have emotional or behavioral difficulties, may be part of large sibling groups or may be minority children. Those who want to foster parent attend education classes, participate in a home study and receive the support of a social worker through the process.
