CQE Eligibility Requirements: Applicants with a felony must wait 1-year after released from all sanctions (including incarceration in a state or local facility or any term of supervision) before applying for a CQE. Applicants with a misdemeanor must wait 6-months after released from all sanctions (including incarceration in a state or local facility or any term of supervision) before applying for a CQE. Courts make case-by-case decisions regarding occupational licenses. The CQE will be revoked if the individual is convicted of another felony after the CQE is issued. The court cannot issue a certificate that grants certain relief including: - Registration and other requirements for sex offenders. - License suspension, cancellation or revocation which occurred due to 12+ points, vehicular homicide or vehicular manslaughter, DUI or failure to consent to blood, breath or urine test, if relief is available by law to grant limited driving privileges. - Restrictions on employment as a prosecutor or law enforcement officer. - License of health care professional if convicted of, or eligible for intervention in lieu of conviction, for aggravated murder, murder, voluntary manslaughter; felonious assault; kidnapping; rape, sexual battery, gross sexual imposition; aggravated arson; aggravated robbery, aggravated burglary; or unlawful distribution of abortion inducing drug. - Immediate suspension of health care professional license for addiction or improperly distributing a controlled substance. - Denial of employment at a pain clinic (which is a category III distributor of dangerous drugs). - Suspension of license of health care professional for failure to pay child support. - There is no relief from mandatory civil sanctions (cannot be an elector, juror, petition circulator or hold position of honor, trust or profit). Community Legal Aid Services Eligibility Requirements: - Serves residents of Columbiana, Mahoning, Medina, Portage, Stark, Summit, Trumbull and Wayne counties. - Gross household income must be at or below 200% of the Federal Poverty Guidelines OR must be an older adult age 60 or over. - Case acceptance is based on a variety of criteria including case type, level of service required, goal of representation, merit and availability of staff. Other criteria may apply based on the details of the case. - Even if a caller does not qualify for agency services, Community Legal Aid is often able to refer callers to another appropriate program.

The court has 60 days upon receiving the petition (or a forwarded petition) and all information requested to decide whether to issue the certificate.
