Eligibility
Have a household income at or below 150% of federal poverty guidelines. Be a customer of a regulated gas or electric utility company.
Required documents
Need verifications of:
* Proof of GROSS income for the previous 30 days for entire household. If paid weekly bring the last five pay stubs you've received, Bi-weekly bring the last three pay stubs you've received. (Bank statements aren't allowed for wages because they only give net income.) Examples of countable income are: wages, alimony, child support, unemployment benefits, utility allowance, SSI, SSDI, Social Security, cash gifts, interest for savings, pensions, TANF, work comp, veteran's benefits, railroad pension, and strike benefits.
If a head of household states they have zero income you will need to prove how you are supporting your household. We may ask for an Internal Revenue Service (IRS) tax transcript or other documentation. Households reporting zero income who were not required to file taxes will need to request a copy of a Verification of Non-Filing of Returns from the IRS as proof that a return was not filed. These documents may be obtained in three ways:

address, and zip code. Please allow 5 to 10 calendar days)

(This method requires the customer to create an user ID and password to access
the IRS system and then provide their SSN, date of birth, street address, and zip code to view and their transcript will be mailed to them in 5-7 days.)
* Photo ID for all adult household members.
* Social Security cards or Birth Certificate for each member of household (Social Security number is required for entry in system)
* Birthdate for everyone in the home.
* Current electric and gas bills (or account numbers for current address) and proof of propane or fuel oil vendor.
* And a copy of lease (for new service).
