Eligibility
Open to residents of Warren County with a household income at or below 175% of the federal poverty level whose household meets one of the following criteria:
- includes a household member who is age 60 or older
- includes a household member who has a documented medical condition
- has a disconnection notice or has already been disconnected
- is trying to establish new electric service
- is enrolling in Percentage of Income Payment Plan Plus (PIPP) for the first time or have a PIPP default
Households are permitted one fan every three years.

Application process
Application required. Applications may be submitted by:
- Calling the appointment line to register for a phone appointment.
- Scheduling an appointment online.
- Mailing a paper application, available at Warren County Community Services and local libraries, to address listed on the application.
Note: An appointment with Warren County Community Services is still required to complete the application.
