Franklin County residents with income must be a US citizen or legal resident. All services serve Franklin County with income levels at either up to 175% FPG, or for families of 9 and above 60% of the SMI or 175% FPL; and Customers must meet one of the following criteria: Have a household member who is sixty or older or have a household member with a medical condition that requires electric service.

Proof of citizenship, natruralization or other documentation showing legal residency for all household members. Photo ID. Proof of gross income for the last 30 days for everyone over 18 in household. Self employed and seasonal workers (ex. school, construction, landscaping) need to provide 12 months proof of income. Copy of most recent electric bill, natural gas bill, propane and/or fuel oil bill. If medical condition, proof of condition (must be signed and dated by physician, Certified Nurse Practictioner or Physicians Assistant). Chronic illness form stays on file for three years. If permanently disabled, verification of disability (example: social security disability award letter). Documentation of a co-pay to the utility company, if required. If your AEP service is shut off and a reconnection fee is needed, bring receipt to show it has been paid.

Appoinments mandatory. Call to schedule between Monday - Thursdays 8:00AM - 4:00 PM Fridays 8:00 AM - 2:00 PM. Households completely disconnected from service may walk-in to any IMPACT agency 8:00 AM - 3:00 PM Monday - Thursdays and till 1:00 PM on Fridays unless otherwise posted).
