Eligibility
Serves Lorain County residents age 18 and over who meet income eligibility guidelines. Applicants are subject to a criminal background check.
The Very Low Income (HCVP - Section 8) Eligibility Guidelines (updated May 1st, 2026):
- Family of 1 = $36,750.
- Family of 2 = $42,000.
- Family of 3 = $47,250.
- Family of 4 = $52,500.
- Family of 5 = $56,700.
- Family of 6 = $60,900.
- Family of 7 = $65,100.
- Family of 8 = $69,300.
Required documents
Must complete a pre-application.
Required at a later date:
- Original birth certificate and Social Security cards for every household member.
- Original and valid state issued photo ID for each adult household member
- Proof of all income, including but not limited to: Social Security benefits, SSI benefits, paystubs or payroll printout covering the past 60 days, or self-employment income, unemployment income, current child support printout that covers the last 12 months, TANF, and so forth. All printouts/proof of income must be dated within the past 60 days.
- Proof of all assets, including but not limited to checking account, savings account, life insurance, retirement benefits, and so forth. All printouts/proof of assets must be dated within the past 60 days.

Fees
- No fee to apply.
- Eligible households pay approximately 30% to 40% of their adjusted gross income for rent and the housing authority subsidizes the balance.
