Eligibility

  • Serves low-income Portage County residents (generally with income at 200% of the federal poverty guidelines or less, but exceptions may be made for those facing financial hardship) who have a disconnection notice or are already disconnected.
  • May be used for bulk fuel in cases where the household has less than a 10-day supply.
  • May be used only once a year unless there are extenuating circumstances.
  • This is a service of last resort. When available, must have already applied for Winter Crisis Program (Emergency HEAP), or Summer Crisis Program (Summer HEAP - electric) through the Community Action Council of Portage County (NOTE: even if their income is above the 175% FPL required by these programs, client will still need to apply for them and be denied). If eligible, will first need to apply for Prevention Retention Contingency (PRC) through Job and Family Services.
  • Will only help with extremely high arrearages (in cases where $200 is not enough to avoid disconnect or for reconnection. The client will need to show that they can afford any additional costs).
  • If the client has received service in the past two (2) years, they may not be eligible for assistance. Agency will determine this on a case-by-case basis.

Required documents

  • Proof of income and utility bill, including disconnection notice.
  • During Winter Crisis or Summer Crisis season, will need to bring printed verification from Community Action Council of Portage County stating that they have already applied for assistance.
