Provides a billing program to allow customers to make lower sewer bill payments during the summer months. During the summer, the customer's residential sewer bills are based on either the average water usage during the winter or actual summer water consumption, whichever is lower. Applies only to charges from the Northeast Ohio Regional Sewer District and not charges from the municipality.
